Senior Technical Officer, Strategic Information Jobs at FHI 360 in November 2024 include a detailed overview of the key requirements, duties, responsibilities, and skills for this role.
In order to develop strategic information (SI) systems, including database administration and improving systems for data visualization, analysis, and usage, the STO-SI will offer technical assistance to EpiC Tanzania employees and their counterparts in local government and civil society organizations (CSOs).
In the areas sponsored by EpiC, STO-SI will assist the SI Advisor in carrying out monitoring and evaluation (M&E) tasks. collaborating with GoT counterparts, CSOs, and EpiC employees to make sure M&E initiatives are suitable and satisfy USAID and EpiC standards.
Specific duties include:
- Providing technical assistance and capacity building in the design and implementation of the M&E components and activities.
- Working with implementing partners to provide support and guidance on project M&E activities, ensuring alignment with USAID and GoT reporting requirements.ย
- Conducting monitoring visits, data quality assessments (DQAs), sharing DQA findings with teams, and monitoring implementation of action items from DQA findings.
- Assisting in compiling, consolidating, and submitting PEPFAR Weekly, Monthly, Quarterly, Semi-Annual, and Annual Reports (including narratives).
- Supporting the update and use of databases used by the program to either capture and store data for reporting or for tracing outcomes of clients referred for treatment (DHIS2, DATIM, InfoLink, CTC2 database, CTC3 macro database, Unified Community System, Monthly Portal, Jicheki ORA, DAMES, etc.).
- Adopting software or tools for data triangulation and harmonization across different sources.
- Troubleshooting data submission errors and data error issues.
- Strengthening the use of a project-based DHIS2 system by mentoring CSOs, regional teams, and other project staff to improve data access, entry, data analytics, and use.
- Reviewing data in DATIM generates the DRT Tool.
- Overseeing implementation of Going Online (ORA) activities to all EpiC-supported regions.
- Propose strategies to increase data use and demand amongst the project, partners, and other stakeholders.
- Develop and maintain dashboards to visualize project performance data, including targets versus actuals, deviations, and trends.
- Developing Project targets and distributing them to the regional team for monthly tracking.
- Documenting lessons learned and best practices in M&E according to USAID and PEPFAR guidelines.
- Perform any other duties as assigned by the supervisor
Minimum Requirements
- Bachelorโs degree in Computer Science, Information Technology (IT), Statistics, M&E, and Health Informatics with good programming skills. A masterโs degree in public health, epidemiology, data management, health monitoring, computer science, project management, or public health informatics will be of added advantage.
- More than 7 years of working experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) with a sound understanding of HIV/AIDS for both care and treatment as well as community interventions.
- Experience in programs serving KVP, DREAMS, OVC, and Adolescents and Youth (ABYM/AGYW).
- Experienced in evaluating public health interventions.
- Knowledge of health and development programs in Tanzania, including familiarity with the national health information management system (HMIS) and national protocols, guidelines, and standards for HIV service provision and M&E.
- Knowledge and Skills in Collaborative Learning and Adaptation (CLA)
- Experience developing interactive dashboards using Power BI and Tableau
- Strong knowledge of Microsoft Windows, Microsoft Office, and database management systems (SQL Server, Access, etc.).
- Demonstrated cultural sensitivity and sound understanding of the needs of Key and Vulnerable Populations (KVPs).
- The candidate should work well with others and understand people from different backgrounds. They need to be open to feedback and manage changes. Being independent yet a good team player is key. They should act ethically and respect confidentiality.
- Knowledge of GIS tools (ArcGIS, QGIS) is a plus.
- Experience in technical capacity building of Tanzanian non-governmental organizations (NGOs) and community-based organizations (CBOs), especially those working with KVP.
- Previous experience working with CDC, DoD, USAID, or PEPFAR-supported programs.
- Ability to manage multiple tasks and projects simultaneously, with a high degree of accuracy and attention to detail, while meeting deadlines.
- Strong analytical and problem-solving skills with the ability to translate complex data into actionable insights.
- Proven ability to work collaboratively with diverse stakeholders, including government agencies, international organizations, and local partners.
- High degree of proficiency in written and spoken English communication.
