Position title: Country Director and Health Financing Lead, Tanzania
Location: This position is based in Dar es Salaam, Tanzania and reports to R4D’s Managing Director

Position Summary:
The Country Director will provide overall strategic leadership and technical direction of our high-impact health, nutrition, market shaping, and education in Tanzania and foster the development of other emerging programs of work in Tanzania. The Country Director is responsible for ensuring that Tanzania-based staff work collaboratively with internal and external stakeholders to implement activities. As part of this work, the Country Director is also expected to engage effectively with a multitude of stakeholders and play a key role in shaping the strategic direction of this work.
The Country Director will assume country office management responsibilities for the R4D Tanzania Office. They will lead business development efforts in Tanzania, in collaboration with R4D’s practice leads, to build robust grant pipelines.
In addition, the Country Director will provide technical and program leadership for health financing activities in Tanzania, including the implementation of an anticipated FCDO grant. The Country Director will lead health financing strategy, project management, and analytic activities within the R4D Tanzania country team and may also contribute to strategy and program management of health financing activities in other countries where R4D operates.
Responsibilities:
The Country Director will serve as the leader of the Tanzanian Country Office and leader of the FCDO project. The Country Director will play a key leadership role in co-creating, along with domestic in-country stakeholders, a holistic strategy for strengthening health, education, and nutrition systems in Tanzania. The Country Director will advise on overall project strategy and design, contribute technical expertise, supervise direct and indirect reports, manage local consultants, and oversee the implementation of health financing activities. The Country Director will represent Tanzanian aspects of all portfolios within R4D and actively collaborate with others in the organization, including as part of R4D’s Program Leadership Group (PLG), Management Team (MT), and Country Leadership Forum (CLF).
Responsibilities include, but are not limited to:
Provide strategic direction and leadership in the design and implementation of health financing projects and activities in Tanzania and other geographies (60 %)
- Lead health economics and financing analysis in areas including, but not limited to, resource mapping, fiscal space, public financial management, strategic purchasing, provider payment, costing, cost-effectiveness, equity, and efficiency.
- Provide strategic and technical leadership across the health financing activities and assist in the design and implementation of project activities.
- Oversee implementation of and provide quality control for technical scopes of work implemented through consultants, partners, or subcontractors.
- Lead and participate in annual workplan development, review, and implementation.
- Oversight of the budget management of Tanzanian health financing activities.
Lead internal and external partner engagement (15%)
- Effectively represent R4D’s work in Tanzania externally and communicate our impact clearly and compellingly.
- Actively cultivate new relationships and effectively manage key ongoing relationships with partners in Tanzania, including the Tanzanian Government, Ministry of Health, Ministry of Education, National Health Insurance Authority (NHIA), development partners, bilateral and multilateral donor agencies and foundations (i.e., Gates Foundation, World Bank, FCDO, USAID), non-governmental organizations (local and international), local partners, the private sector, civil society, and the media, amongst others.
- Conceptualize knowledge management and communication strategies to promote the dissemination and uptake of our work and oversee the implementation thereof.
- Conceptualize strategic areas of impact and successfully lead the team in mobilizing funding for new opportunities.
Effectively manage Country Office operations (15%)
- Lead the operationalization of ONE R4D Team Approach in Tanzania in line with R4D’s Global NGO strategy.
- Oversee and manage Tanzania-based R4D staff and project teams.
- Lead business development activities for the Tanzania Country Office.
- Provide strategic leadership on the execution and continuous improvement of country office operations and finances, including ensuring compliance with Tanzania laws and R4D policies and procedures, managing program budget and ensuring sound fiscal management.
- Contribute to the continued evolution of a positive and collaborative team culture that affirms diversity, equity, and inclusion.
Increase the knowledge base and understanding of R4D ’s health care financing work through regular monitoring, learning and evaluation; and development of various knowledge products. (5%)
- Contribute to relevant learning activities such as learning events and/or webinars supporting the achievement of project goals and objectives.
- Contribute to the effective monitoring of key activities and documenting and disseminating results at national, regional, and/or global levels.
- Contribute to developing and adapting relevant analytic tools and methods for project aims
Participates fully as a leader of R4D (5%)
Contributes to, assists and participates in projects, activities, and initiatives as requested by R4D leadership.
Qualifications and work experience:
- MSc degree in health economics, health financing, health policy, public health, or related field. A PhD will be an advantage.
- 15 years of experience with at least 8 years of relevant global health experience.
- Track record of building trust, forging partnerships, and conducting advocacy across a wide variety of stakeholders in multicultural environments and across public and private sector actors in Tanzania.
- Expertise in health economics, healthcare financing, political economy, and policy development.
- Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank.
- Experience effectively leading a high-performing project team.

- Willingness to travel domestically, approximately 30%
- Fluency in oral and written English, and able to communicate in Swahili
